Assumably, you would like to know what exactly is restricted. Simple. No private person or business may recruit persons for this sector in Germany. This recruitment is  exclusive to the ZAV. This ban will be strictly implemented so best not be tempted. We still can be of help with a Initial Consultation when the authorities only trigger more questions and no answers.
